Zachary Stogner

Zachary Stogner, 18, of Russellville, pleaded guilty in U.S. District Court Tuesday, Feb. 5th to the transportation of child pornography and possession of child pornography.

Stogner was indicted Oct. 10, 2018, for knowingly transporting child pornography on or about July 9, 2018.

Special Agent Theodore R. Curtis, III with the United States Department of Homeland Security, Immigration and Customs Enforcement, Homeland Security Investigations (HSI) investigated the crime.

According to the criminal complaint, on July 9, 2018, a HSI Phoenix, Arizona, Special Agent (acting in an undercover capacity), logged into a known and identified child exploitation "room" and observed Stogner streaming and distributing child pornography and child sexual exploitation material. The agent specifically observed him using an internet connected device and then holding his cell phone up to the webcam to distribute child pornography and child sexual exploitation material to other participants.

The complaint states that Stogner is alleged to have live-streamed himself masturbating during the session, and his face appeared on camera, enabling law enforcement to eventually identify him. Also, additional videos of the sexual assault and rape of infants were also distributed by Stogner.

Federal investigators determined that the IP address associated with the account that shared the pornography was issued to a subscriber living in Russellville. This lead authorities to Stogner.

Stogner is to be sentenced May 7 by U.S. Chief District Judge Greg Stivers and could receive up to 30 years in prison.
